"TOKYO -- A Japanese government panel on Monday drafted proposals aimed at
putting the country at the forefront of information technology in five
years, complaining that high telecommunications fees were hampering Internet
use.
The Information Technology Strategy Council, headed by Sony chairman
Nobuyuki Idei, called for a high-speed Internet framework, along with rules
for electronic commerce and training to boost computer literacy."
