CIO Insight has an interview with MIT economist Erik Brynjolfsson, where
    he discusses organizational capital:

He defines organizational capital as the investment you make in the
organization of your company. He also states that on average, $10 of
organizational capital is associated with every $1 of technology capital.
This investment is vital and necessary for making technology work, but it
can be easily overlooked in the budget.
