I don't think it will address problems in the public sector directly. I
see it more as an enabling technology that will stimulate the
development and integration of enterprise applications for extranet and
business-to-business. The most important public effect will be
to shift capital resources for high-speed communications from private
networks to the public network, eventually bringing down the cost of
high speed access.
