It could be a question of peer review and user interface design. If people
reviewed and weighted comments then an icon could be added to say a
comment had been added about the paragraph (I seem to be operating at the
paragraph level today). Clicking on this icon would pop up a list of
comments sorted by (thread and) weighting. If a pop up menu could not be
supported for some reason then it could be displayed in another frame.
clicking on a comment would then show the comment in a tear-off frame.
document (icon) -> menu -> tear-off comment
eg
review committees findings -> +------------
extranious sentence (fred)
incorrect name (smith) -> +-------
smith should
be jones
the icon could even display a calculated value such as the number of
comments and the highest weighted comment.
