Great Eric, that's what smarts are for, when you don't have a DTD or XML
schema or CSS or XSL. Either one, or a combination, of these tools
provide a method to define a tagset as block or inline. Editing XML or
HTML using the OHS without these tools does not need to be considered.
If a document being editied does not have a DTD or schema, maybe it can
only be considered as plain text regardless of the file type(?)
