Found the threaded/nested options under Comment Control
on my preferences page after logging in.
"Nested" displays entire messages, indented in the response
hierarchy. That's good but makes it impossible to get a sense
of the thread.
"Threaded" displays mostly indented lists of message headers,
with the occasional message (for some reason) shown in its
entirety.
That gives you a "big picture" view, but clicking on a link
replaces the page you are on with one that has several nested
messages.
What's missing is the kind of dynamic view control you get
in an outliner -- functionality that only really makes sense
when implemented on the client side of things.
