This sounds like an opportunity to use topic maps, ontology and other OHS/DKR
specs for organizing the record. It supplements Henry's request for help with
the Bootstrap web site. Both are good learning experiences for KM.

Please join us in partnering with the Federal Emergency Management Agency
(FEMA) in developing a National Knowledge System for Civil Defense and
    Homeland Security.

The GKEC formed the *Volunteer Organization of Certified Knowledge
Managers* (VOCKM) as a 501(c)3 and a NVOAD (National Organization for
Assistence during Disasters) in complience with FEMA. American Red Cross
is an example of a NVOAD. VOCKM has also joined the International
Association of Emergency Managers to collaborate with other emergency
    management organizations worldwide.

Starting next week, VOCKM will be working with the Emergency Management
Agencies and cooperating with the American Red Cross in States, Counties,
and Local governments to develop a common protocal and set of instructions
about Anthrax. VOCKM is also developing an education program about Anthrax
to be delivered to public and private organizations via eLearning and
    face-to-face.

VOCKM will be driving the development of American National Standards. Over
the next three months GKEC will be holding rapid development ANSI
standards meetings in order to rapidly design of the National Knowledge
System (Social and Technical). VOCKM is working with SAIC, Siemens,
Boeing, Cisco, Northwestern University, the US Navy, EDS, and many other
